Caroline Lemoine (she/her) joined the Executive Office of Energy and Environmental Affairs’ Office of Environmental Justice and Equity (OEJE) in September 2022 as Deputy Director of Environmental Justice for External Affairs. She was designated to serve as the Secretariat Language Access Coordinator after Governor Healey’s Executive Order 615 in 2023 to Improve Language Access Across State Government.

Before OEJE, Caroline worked as a Records Access Officer and Environmental Justice point-of-contact at the Department of Public Utilities Legal Division. She holds a professional Paralegal Certificate and a master’s degree in human services with a minor in leadership from Northeastern University.

In her current role at OEJE, Caroline leads several external environmental justice initiatives aimed at engaging with and building relationships within communities, as well as managing the language access program. She also received the 2024 Partnership of the Year award from The Alliance for Climate Transition for her collaboration with Springfield Partners for Community Action.

Caroline is deeply committed to environmental justice and is passionate about improving the quality of life for residents of our Commonwealth.
